The Penrose site is located along Sims Drive in district 14 of Singapore. The tender for the site had attracted a total of 5 bids. The top bidder is the joint partnership of two well reputable property developers, City Developments Limited (CDL) and Intrepid Investments of Hong Leong Group Singapore, top bid at S$383.5 million which translated to the amount of S$732 psf ppr. Both companies agreed to develop the residential condominium with the ownership of 60:40 ratio.

GuocoLand came in the second place of S$655 psf per. Penrose condo has a total site area of 174,648 sq ft and span 566 residential unit apartments. The project can build up to 17 or 18-storey in the area where currently still has a height restriction.

Hong Leong Group spokesperson had commented a few of the impressive attributes of the development site.
